Alpena County’s March 2026 camera request and conflicting signed minutes
A Sheriff’s Office request proposed grant-funded Flock costs. Both draft minutes and the county’s signed archive copy preserve a failed purchase motion followed by a contradictory approval recommendation; the eventual purchase outcome remains unresolved.

What the March request proposed
A March 3, 2026 Sheriff's Office memorandum asked Alpena County's Finance Ways and Means Committee to approve a Flock agreement and purchase using anticipated FY2025 Stonegarden funds. The memo described $54,250 covering $30,250 for first-year purchase and installation and $24,000 in recurring cost for the next year. That coverage and funding description belongs to the memo. The submitted order form separately prints a $30,250 contract total. These are proposal figures, not documented payments or proof of an executed agreement. [1]
Conflicting language in the subsequent draft
The March 24 Full Board agenda links the March 10 Finance Ways and Means minutes as a draft. On page 2, that draft records a purchase motion failing with two ayes and five nays. Immediately afterward, Action Item #5 recommends approval. Page 3 records rescinding an earlier $100,000 Stonegarden grant approval and authorizing a revised grant path with Flock cameras removed. These statements are in draft minutes, and the failed motion and following recommendation conflict. [2] [3]
The signed archive preserves the contradiction
Alpena County's archive labeled ‘2026 Approved & Signed Finance, Ways & Means Committee Meeting Minutes’ supplies a signed March 10 record. On page 2, it records a camera-agreement and purchase motion failing with two affirmative votes and five negative votes, followed by Action Item #5 recommending approval of the camera agreement. Page 3 records a unanimous revised Stonegarden grant motion removing the cameras. The conflicting language therefore appears in the county's signed archive copy as well as the earlier draft. These records do not resolve the eventual purchase outcome. [4] [5] [2]
The final outcome remains unverified
The signed archive copy does not resolve the conflicting purchase language. These records do not establish an executed agreement, payment, installation, current operation, or that the proposal remains pending today. [1] [2] [3] [5]
