What the posted minutes record
Helena Township's posted October 9, 2025 meeting minutes contain a motion for the township to purchase a Flock camera for $3,000. The entry identifies the maker and seconder, lists five affirmative votes, and says the motion passed. It establishes the recorded purchase decision and amount in these minutes; it does not establish payment or installation. [1]
A later discussion appears in a draft
The township's August 13, 2026 DRAFT minutes record Antrim County Sheriff's Office representatives responding to public questions about Flock license-plate cameras. The draft attributes statements about still photographs, facial recognition, and views inside vehicles to the department. Those descriptions are not an independent technical test, and the DRAFT record is not presented as adopted minutes. [2]
Keep the decision and later account separate
The October vote and August discussion answer different questions. The first records what the Township Board voted to purchase and the stated amount. The later draft records how department representatives described the technology after public questions. Neither record alone supplies the executed agreement, invoice, acceptance record, operating status, recurring obligation, or controlling access and retention rules. [1] [2]
Follow and reproduce the record trail
On the posted October page, find the heading Motion to Purchase Flock Camera and compare the amount, motion, five named vote positions, and result. In the August PDF, confirm the DRAFT marking and read item 10(b) on PDF page 2. [1] [2]
A separate Community Center grant trail
Draft February 12, 2026 Helena Township minutes identify EPS as finishing installation of LPR cameras at the Community Center. They record adoption of Resolution #2026-2 to pursue a MI PAR PLAN reimbursement grant for $4,398.45 plus tax. This is a recorded grant-pursuit action and an account of installation still underway; it does not establish a grant award, reimbursement payment or completed installation. [3]
Draft March 12 minutes record approval of the February minutes and report that a camera grant application had been submitted. The retained March pages are also marked DRAFT, so they supply a later draft account of adoption, not a separately finalized February record. These records do not identify the Community Center equipment as Flock or link it to the October 2025 Flock purchase vote. EPS is left as the source’s abbreviation. [3] [4]
