What the record establishes

Minutes of Marinette’s December 16, 2024 Public Safety and Code Enforcement Committee meeting, reproduced in the January 20, 2025 packet, record concurrence in recommending that the Common Council approve the Flock contract. The minutes attribute a proposed shared cost with the county to Police Chief LaCombe. The recommendation does not establish the council’s later decision or an executed cost-sharing agreement. [1]

What remains unresolved

The committee recommendation does not establish council approval. Cost sharing is Chief LaCombe’s recorded statement, not independent evidence of a county obligation. The footer appears to give an erroneous year for the next meeting; the heading and packet identify this as the December 16, 2024 record. These minutes do not establish a subsequent council decision, signed agreement, county cost-sharing agreement or payment. [1]

What the proposed order priced

The December 16, 2024 committee packet includes a proposed Flock order for Marinette Police Department. PDF page 34 lists a 36-month initial term, a $12,000 annual recurring subtotal, $13,100 for the first year and a $37,100 contract total. The proposed retention period is 30 days. Page 37 contains preprinted names but blank signature and date lines. A DocuSign envelope identifier appears on the pages; it is not evidence that the agreement was signed. These are proposed terms, not payment records or proof of a configured retention setting. [2]

A later, adopted account of the system

July 20, 2026 Public Safety and Code Enforcement Committee minutes attribute to Police Chief LaCombe an account of four fixed cameras used by the department. His statements about security and system capabilities remain attributed claims. August 17 minutes record approval of the July 20 minutes, with Mikutowski abstaining. This later meeting account extends the historical record without establishing current operation or independently verifying the chief’s technical assurances. [3] [4]
