Oconomowoc’s council adopted a resolution to cancel its six-camera Flock contract
Oconomowoc’s posted minutes for the September 15, 2026 Common Council meeting record that a motion to adopt Resolution 26-R3404, cancelling the city’s contract with Flock Safety, carried; the minutes give the vote as “5-0-2” and list two aldermen as voting no. The city administrator’s memo in the meeting packet says the city has six cameras under a 2026–2027 extension, notes statements from other law enforcement agencies about Flock retaining data longer than agreed, and says the city may owe $18,000 in 2027 if the contract is canceled.

What the record establishes
The September 15, 2026 Common Council agenda lists new business item 8(d): “Consider/act on Resolution 26-R3404 to Cancel the City’s Contract with Flock Safety.” [1]
The city administrator’s memo says the city first contracted for four Flock cameras for 2024–2025, then extended the agreement for 2026–2027 with two more cameras, six in total. It quotes the agreement as saying Flock deletes footage on a rolling 30-day basis, says the police department has followed the city’s data-use policy with no incidents of improper use, and notes recent statements from other law enforcement agencies about Flock’s data retention exceeding the agreed number of days. [1]
The memo says either party can cancel with notice of non-renewal at least 30 days before the end of the current term, and that the city may be responsible for an $18,000 payment in 2027, the agreement’s final year, if the contract is canceled; it says those funds are included in the draft operations budget if needed. The memo recommends neither outcome: it says the council must weigh the pros and cons, and its suggested motion applies only should the council decide to terminate the contract. The draft resolution states that the council “has decided to cancel the contract with Flock Safety”; its date and signature lines are blank in the packet. [1]
The posted minutes of the September 15, 2026 meeting record, under New Business item d, background from the city administrator, a statement from the mayor that there had been no misuse in the city and that misuse was not prompting the review, and council discussion that included whether to hold the item until next year. They record that a motion by Ald. Schellpeper, seconded by Ald. Kowieski, to adopt Resolution 26-R3404 cancelling the Flock contract carried “5-0-2,” with Aldermen Aultman Kloth and Spiegelberg listed as voting no. Seven aldermen are listed as present; the same minutes record a District 1 vacancy. [2]
What remains unresolved
The minutes record the resolution’s adoption but not a signed copy of it, and they do not explain the “5-0-2” notation alongside two listed no votes. The retained records do not establish that a notice of non-renewal was sent, when cameras stop operating, or whether the $18,000 payment is owed. The minutes carry no approval notation. [2] [1]
