The announced request
Sheboygan’s August 25, 2026 release says Police Chief Kurt Zempel and City Administrator Casey Bradley would ask the Common Council on September 8 to end the city’s Flock contract. It also says staff would begin covering the city’s 15 Flock cameras that week while the termination process proceeded. These are announced steps. The release does not document completed covering, a council termination vote or a vendor acknowledgement. [1]
The city’s stated reason
The release says the police department learned in July of provider actions it believed inconsistent with the contract’s terms and expectations, and says the department confirmed the circumstances. That is an attributed city assessment; the release does not supply the underlying findings or contract provisions. September 8 remains after this report’s September 6 source review. The release does not establish a completed cancellation as of that review. [1]
