Waukesha approved more Flock cameras in 2025, then voted to remove planned Flock funding in 2026

On September 15, 2026, Waukesha’s council voted 13–0, with two members absent, to remove $292,000 for the Flock program from its 2027–2031 capital plan. The executive capital budget listed $56,000 for 2027 and 2028, calling 2027 year 4 of a five-year Flock contract, plus 2029–2031 estimates in case of a new contract. A year earlier, the council approved a three-camera contract addition by consent. The 2026 vote appears in the city’s Legistar database; the city’s meeting page marked the minutes as not yet final when reviewed.

What changed in September 2026

Waukesha’s Legistar entries for the September 15, 2026 council meeting record a motion by Ald. Pieper, seconded by Ald. Camacho, to amend the 2027 capital budget and the 2027–2031 five-year plan to remove $292,000 for the Flock program. The roll call records 13 ayes, no nays and two members absent. After the amendments, the council approved the capital budget by a separate vote of 12 ayes, one nay and two absent. [4] [5] [8]

The executive 2027–2031 capital budget lists “Flock Cameras” at $56,000 for 2027 and 2028 and $60,000 for each of 2029–2031, $292,000 in total, funded by 10-year general-obligation debt. Its justification says the police department would be in year 4 of a five-year Flock contract at $56,000 a year in 2027, and that the 2029–2031 amounts are estimates in case the city enters a new contract. [6]

The city’s meeting page listed the September 15 minutes as a draft when reviewed on September 23, 2026. These are entries in the city’s Legistar database, which the city’s meeting page marks as not yet final; they are not adopted minutes. Removing capital-plan funding does not by itself establish that the existing contract was terminated, when cameras stop operating, or how the 2027 operating budget treats the program. [7] [4]

What the 2025 record establishes

Waukesha’s final September 16, 2025 council minutes list the three-camera Flock contract on the consent agenda and record unanimous consent with no items removed. The supporting finance request describes an offered $20,000 Woodman’s donation and a proposed $19,950 two-year contract for three additional cameras. The offered donation and proposed contract price are separate figures. [1] [2] [3]

What remains unresolved

Consent approval does not establish that the 2025 contract was signed or paid. A prior agreement attached on later pages has different dates and does not show signatures for the 2025 addition. The proposed retention add-on does not establish the system’s configured retention. These records also do not establish receipt of the offered donation or deployment of the additional cameras.
